A time limit on new learner and restricted car and motorcycle licences is being proposed in a bid to push drivers and riders to the next licence stage.
The New Zealand Transport Agency is seeking public submissions on a proposed five-year time limit for each stage.
If a driver or rider did not move on, they would need to pass another theory test to renew their learner or restricted licence.
Other changes proposed are greater evidence of identity requirements for licence applications, and allowing driver licensing and driver testing transactions to be completed via a wider range of channels, such as online or at kiosks.
Submissions can be made to www.nzta.govt.nz up to May 28.
