Retirement village operator Ryman Healthcare says it will start work immediately on a $140 million resort-style project in Orewa on the Hibiscus Coast.
It would be named after artist Evelyn Page, and would have up to 500 residents and employ 120 staff, said chief executive Simon Challies.
He said Orewa had a pressing needed for new facilities as the Hibiscus Coast had the country's fastest-growing elderly population.
At an estimated total value of more than $140 million, the project would be a boost to the local economy,.
The village would open next year and provide resthome, hospital and dementia care, as well as townhouses and apartments.
It would also have an indoor pool and spa, gym, bowling green and a movie theatre.
Resource consent objections from 28 residents of The Grange housing estate had been resolved.
Residents' spokesman Gordon Miller said the company made "a real effort" in meeting concerns about early plans for buildings, which would have exceeded the Rodney District Council's 9m height limit.
He said the plans were modified to cap buildings at three levels, and the position of some taller buildings was altered to accommodate neighbours' wishes.
Rodney Mayor Penny Webster welcomed the project as a new feature in the heart of Orewa and for creating work opportunities for village staff and building trades in a town hit by the collapse of the $500 million Kensington Park housing project.
