President Alec McIver says a hunter should be able to see three quarters of an animal before he fires.
Last year the Bay of Plenty coroner, Dr Wallace Bain, also called for tougher laws to make sure hunters who shoot others were more accountable.
He made the call in his finding into the death of Taupo man William Stanley Gillies, who was shot and killed by his hunting companion, Michael Bernard Lee, in the Pureroa Forest in April 2005.
He believed current charges under the Arms Act of careless use of a firearm causing death were not appropriate and the offending should carry "strict liability".
That would mean the prosecution only had to prove what happened and the person charged would have to prove there was absolutely no fault on their part.
Local hunter Dave Puna confirmed the three men hunting during the lastest incident were "new clients" to the area but said he was unable to reveal anything else.
Police spokesman Kris McGehan confirmed police were considering whether to lay charges against the man in question. He refused to say what relationship the man had with the victim, but said it appeared the 18-year-old had become separated from the group when the tragedy occurred.
One of the first officers on the scene, Senior Sergeant Andy Sloan, said it appeared the 18-year-old had been shot after he walked off a road and into a bush area.
"It appears he was mistaken for a deer," Mr Sloan said.
The group were in a hunting block on Tataraakina Rd near Tarawera on the Napier-Taupo Road.
David Alker, who shot and killed a hunting mate in 2003, said each new hunting accident filled him with despair.
Alker shot Hamish Harland, 26, when the pair were hunting deer near Turangi. Mr Alker was convicted of careless use of a firearm causing death and was sentenced to nine months' jail and ordered to pay $5000 reparation.
He said whoever was responsible for this latest tragedy would be "just shattered".
The death of Harland had affected him so much that he had now quit hunting.

July 2003 - Daryl Quin, 22, of Tokomaru Bay is shot in the back through the front seat of a car after he and friend Andrew Williams had been hunting possums.
June 2003 - 19-year-old James Cocks is shot dead while hunting wallabies near Waimate. A 16-year-old boy was referred to Youth Aid and had his firearms licence revoked.
April 2003 - In a horror month, Peter McIntyre, 52, Mark Leathwick, 47 and Hamish Harland, 26, are all killed in separate hunting accidents in the North Island.
April 2001 - Jon Lynch is killed while hunting deer in the Ahimanawa Ranges.
