Cullen puts emphasis on tax 'fairness'

Finance Minister Michael Cullen says any personal tax cuts announced in next year's budget will be fair, and will not require borrowing.

Dr Cullen made his remarks in the closing address at the Labour Party conference in North Shore City.

He told delegates in Takapuna's Bruce Mason Centre that his four tests for tax cuts will still need to be met before any decision is made.

Dr Cullen says he will have to ensure any tax cuts are just, and he will have to be satisfied that they would not add imbalances and pressures to the economy.
