The Government's being urged to consider more ways to prevent student debt rather than having to chase up after overseas debtors.
It plans to target an extra 50,000 student loan holders in Australia and the UK who aren't repaying their debt.
The New Zealand Union of Students Associations co-president David Do says while they support the scheme, it's because of student loans many people are overseas in the first place.
"Really what we need to look at now is how to stop debt building up in the first place and for us the solution is to invest in people in tertiary education, so we have higher quality universities and polytechnics with lower fees."
Mr Do says students need a basic level of income support so they don't have to borrow to live.
