New email guidelines adopted by Wellington City Council are being criticised for curtailing the right to speak out.
They have been put in place by mayor Kerry Prendergast after she and the council's chief executive received intimidating and bullying messages.
But councillor Helene Ritchie says the guidelines limit council members' ability to communicate with the public.
She says elected members are being asked not to send messages which may embarrass the council or influence outcomes to third parties, including the media. Ms Ritchie is concerned that amounts to a muzzle on free speech.
She admits to carrying out internet "shouting" by typing messages in bold print, but does not believe she has been a bully.
