Rangitikei District Council is not keen on building a public loo shaped like a strapping bull's backside.
The $226,000 proposal, put forward by Bulls and District co-ordinator Bronwyn Meads, was a vulgar concept that was not worth the money, according to Bulls ward councillor Jill Strugnell.
Visitors would walk up a bull's tail and through his backside to find male toilets in one buttock and female toilets in the other, the Manawatu Standard reported.
But the council has said it will not spend any money on new public toilets in Bulls within the current financial year and even after that does not consider new loos for the town a priority.
Mrs Strugnell said Bulls as a town needs to be careful it didn't over-state the animal theme.
The town is already riddled with signs making bull puns like "memor-a-bull," and, "const-a-bull".
Ms Meads said the theme had created a point of difference for the town and needed to be reinforced.
At least 12,000 people pass through the town each day and she estimated about 30 per cent of travellers used Bulls as a pit-stop.
Ms Meads is seeking feedback from the community on whether they want the proposed loo.
