Mayor Adrienne Staples said the council would review it in one year.
Councillors also voted for a liquor ban to be put in place during Toast Martinborough to prevent disorderly drinkers in the town square.
Martinborough ward councillor Max Stevens suggested that the playground should be included so there wouldn't be any broken glass left in it.
"Why wouldn't the playground be included?" he said.
Mrs Staples said the ban would be in place on November 17 and would be extended to include public areas up to Cork St.
Greytown ward councillor Viv Napier asked about the proposed dog park at the end of Cotter St in Greytown.
"I've had lots of people ask about it," she said.
Chief executive Paul Crimp said the dog park was imminent.
The Greytown Lions will help build fencing for the park.
Councillors said the Lions picked up a lot of work for the council which was much appreciated. They should be congratulated for all the work they do, said Julie Riddell, Martinborough ward councillor.
Council staff also reported the Featherston supermarket development consent was proceeding quickly.
