United Future leader Peter Dunne says things cannot go on the way they have in the Corrections Department and it needs to improve its performance.
Corrections has seldom been out of the headlines in recent months.
Mr Dunne said an independent inquiry was not needed yet, but warned that it was questionable whether the public had confidence in the department.
"I think at this stage the jury is still out on that frankly."
