Police have seized $60,000 worth of methamphetamine or "P" pipes from under the counters of dairies and sex shops in Levin, Raumati and Wellington.
They also discovered thousands of empty plastic drug-dealing bags.
Detective Sergeant Andrew Fabish of Kapiti Coast police told The Dominion Post the more than 3000 pipes, designed for smoking methamphetamine, were being sold for $20 each, making the total value of the seizure about $60,000.
Police were tipped off to the illicit goods by methamphetamine addicts who pointed to a Raumati dairy, which had 132 pipes, along with nitrous oxide canisters.
As a result of the seizures two Levin dairy directors - a woman and her husband - and two Raumati dairy directors - a man and woman - have been charged with supplying methamphetamine utensils.
The Raumati couple were scheduled to appear in Porirua District Court on July 31 and the Levin couple in Levin District Court on August 1.
The sex shop owners received a warning, Mr Fabish said.
"They only had a few and were horrified when they found out what they were used for."
