Jules Mikus, who was convicted of the 1986 rape and murder of 6-year-old Teresa Cormack, is suing the Attorney-General, the Crown Health Financing Agency and the Salvation Army.
TV One said it understood the suit referred to alleged abuse while Mikus was in a psychiatric institution.
