Council advisers want health and safety services to be extended to brothels, strip clubs and other adult entertainment establishments.
The council's health and safety officers have been reaching out to international students in private training establishments and schools, but believe Asian sex workers are another at-risk group.
The council's social and economic research team said a police telephone survey found illegal sex workers, predominantly from Asia, were a significant issue in Auckland.
The team has also received information from a women's refuge in Cambodia that some of its residents, who were deportees from New Zealand, had been victims of people trafficking here.
"A lot of the evidence we have is anecdotal, but we believe Asian sex workers face the greatest risk on health and safety issues, and they have limited avenues to turn to for help," said Bevan Chuang, head of the adult entertainment policy and planning programme review team.
