The backlog of complaints about licensed immigration advisers has reached 20 while the tribunal set up to deal with them stagnates for lack of someone to lead it.
The Immigration Advisers Complaints and Disciplinary Tribunal can only operate legally with someone at the helm, and there is understood to be growing frustration in the industry that the appointment is taking so long.
A spokesman for Justice Minister Simon Power said the ministry was "actively working" on a suitable appointment.
