The Government is sending two ministers off to the annual climate change talks in Doha today.
Climate Change Minister Tim Groser and his associate Simon Bridges will be joined by Green MP Kennedy Graham on the trip.
The aim is to reach an agreement on a way forward for reducing greenhouse gas emissions.
Mr Groser says whatever the agreement is, it must have maximum participation if it is to succeed.
He believes it is time to move on from the Kyoto Protocol, which covers less than 15 per cent of global emissions.
