The Prime Minister has made it clear that there is no path back into cabinet for Dover Samuels.
Helen Clark was put under pressure by New Zealand First leader Winston Peters during question time to give Mr Samuels his old job back.
But Miss Clark reiterated that the various allegations swirling around the former Maori Affairs Minister forced her to decide he could not continue in the role.
She says no MP has the right to be a Minister and it is the Prime Minister's right to ask the Governor General to remove a warrant.
Current Maori Affairs Minister Parekura Horomia thinks it would be fair for his colleagues to reconsider his position but even Mr Samuels admits that will not happen.
