OSH staff were called in to investigate how two children were injured during a workshop fire in Wellington.
Two sisters and a boy were playing at Cannons Creek Motors in Porirua two weeks ago when the boy and one of the girls were burnt.
A Department of Labour spokeswoman said OSH investigations found the boy, aged about 10, and a 13-year-old girl climbed a ladder on to a roofless storage shed.
No one but the victims knew what happened next, but a man who works at the Mobil service station that shares the site, said a girl ran in asking for an ambulance.
"I could smell her face burning," said Peter, who didn't want his surname printed. "She was crying and her sister was crying and really worried. I was freaked out."
Peter said another man put ice on the other girl's face and the boy ran off. He believed the boy used a lighter around some sort of flammable liquid.
Mobil spokesman Alan Bailey said it appeared the children were "intent on mischief".
The boy had minor burns but the 13-year-old girl was taken to Hutt Hospital and treated for nine days before being released.
The Herald on Sunday was unable to contact the workshop owners but the Labour Department spokeswoman said they offered to put a roof on the shed during the investigation.
