The Independent Police Conduct Authority (IPCA) will release the second part of its inquiry into child abuse on Thursday.
The inquiry was launched in June 2009, sparked by the discovery of more than 100 child abuse files - many of which were in the Wairarapa - in which there had been little or no progress.
Police bosses publicly apologised for the "unacceptable delays" - including that of a complaint made 11 years earlier. Others stalled for an average of five years, and some children were left living with alleged abusers for that time.
The first part on the inquiry was released last May and made recommendations for immediate improvements to police systems, practices and procedures.
Part two will focus on the nature of, and reasons for, the failures which occurred. It also looks at the response of Police National Headquarters and police districts.
