Young children face significantly more risk of abuse if they're living in a house with an unrelated adult.
Child Matters CEO Anthea Simcock says "we know that unrelated, young, inexperienced adults living in a house with a child put that child at significantly increased risk. And I'm talking 50 to 77 per cent."
This comes after James Hemana was sentenced to at least 17 years behind bars for the murder of six-month-old Cezar Taylor in July 2010.
Simcock says it's clear there were signs things weren't right in the household and that nobody sought help when Cezar took ill.
