Teething problems are expected as changes to the Building Act come into effect tomorrow.
Builders are now required to meet higher standards and produce better quality paperwork during the consent process.
Porirua City's Regulatory Services General Manager, David Rolfe says applicants can expect a whole new process when they apply for consent.
He says a lot more information needs to be provided and councils have to change many of their procedures.
National's Building and Construction spokesman Nick Smith said earlier this week that the new Act is riddled with problems and will cost millions when it comes into effect.
"Dozens of public buildings from Auckland's airport in the north to Southland hospital in the south will have to close on Friday if the code of compliance provisions of this Act are enforced", he said.
