The Veterans' Affairs Minister says changes are possible after a veteran was denied help with travel costs to visit his daughter in the Chatham Islands.
Brigadier Ian Thorpe, 85, was told travel to the Chathams was "over international water" and considered outside New Zealand's "three main islands".
He was also told a subsidy that allowed veterans with 70 per cent disablement to claim a certain amount for car, bus or plane journey wouldn't apply to his flights to visit his daughter.
Mr Thorpe served 30 years in the New Zealand Army, including the Vietnam War.
He contacted Labour Rongotai MP Annette King about the issue.
