Sir Ron Carter and Associate Professor Richard Fenwick have been appointed to the Royal Commission of Inquiry into the Christchurch earthquake.
Terms of reference also finalised, supported by the Department of Internal Affairs. The minister responsible will be Chris Finlayson.
The inquiry will have two main parts, into Christchurch CBD buildings and why some failed so severely, including examining characteristics such as age, location, and conformity with earthquake-risk best practice.
The second part will look at legal and best practice requirements, and the adequacy of current requirements.
It will report back on April 11, 2012, with an interim report after six months.
