A $32 million "Clean air for Christchurch" scheme has been unveiled by Environment Canterbury.
Canterbury's regional council is proposing to help people change the way they heat their homes. The money would go towards improved insulation and new electric, flued gas or diesel heaters.
The clean air and energy efficiency programme would cost Environment Canterbury $32 million over thirteen years. Funds would be collected, and allocated, from July 2002.
Environment Canterbury plans to pay for the scheme through a separate rate, struck across all properties in Christchurch city.
At its peak, the scheme is estimated to cost Christchurch ratepayers $17.45 per $100,000 capital value (based on current rating values).
"In return, the entire city benefits from cleaner air and greater health benefits," said Environment Canterbury chairman Richard Johnston.
"We want to hear from as many people as possible before we go ahead and set this scheme in concrete. Is it a good idea? Are people prepared to contribute financially toward cleaning up Christchurch's air?"
Cr Johnson said it was the most ambitious project proposed by the regional council since it began working on Christchurch's air pollution problem.
