Waitakere Mayor Bob Harvey is defying calls for him to pull out of a campaign against family violence on the grounds that it favours his mayoral re-election effort and that its snubs Maori.
Rival candidate John Tamihere has lodged a complaint with the city's electoral officer about Mr Harvey appearing in the local campaign's advertisements and billboards flanked by television star Robyn Malcolm and former All Black Va'aiga (Inga) Tuigamala.
Mr Harvey says he has legal advice that his involvement is "clearly above electioneering".
