The Civil Aviation Authority's surveillance of the industry has been criticised in a report released yesterday by Auditor-General Kevin Brady.
Its general aviation inspectors need to be more rigorous in their assessment of operator capability, and risk assessment processes are not as effective as they should be, he said.
This was the third time his office had reviewed the CAA's surveillance function and he was concerned that it had not taken enough action to address earlier recommendations.
But Mr Brady said the authority was already taking steps to address the recommendations in his latest report.
The main concerns were the effectiveness of the risk analysis and assessment processes; ensuring that the risk analysis "feeds through" to the surveillance process and ensuring that "high-risk" operators were appropriately targeted by surveillance procedures.
