C4 breached broadcasting standards when it screened footage of rap star Akon simulating sex with a 14-year-old during one of his concerts.
Angella Young complained to the Broadcasting Standards Authority (BSA) that the footage was "disturbing and inappropriate for broadcast".
She believed that it had breached standards relating to law and order, accuracy, fairness, children's interests, and violence.
Broadcaster Canwest said the footage shown was not that of rape or sex, but "dirty dancing" where both participants were clothed at all times.
The video clip was shown at 8.25pm on April 30, during the programme Meaty.
Canwest said it had spoken to the staff involved and that they had been retrained.
It also said it had implemented new systems which would monitor the programme's compilers more carefully.
BSA chairwoman Joanne Morris ruled that the item breached only the standards relating to children's interest and violence.
In light of the changes Canwest had already made, no further orders would be imposed, she said.
