The discovery of a dead puppy, tied up in a rubbish bag and thrown into the sea, has horrified SPCA staff.
The four-month-old male puppy was found wrapped in a wool bale bag inside a rubbish bag, in the surf at Awatoto Beach in Napier on Wednesday, Hawke's Bay Today reported.
The black-and-tan pup, believed to be a german shepherd or rottweiler cross, had its front and hind legs bound by cable ties. There was also damage to its rectum.
SPCA manager Rob Johnson said it was an "unusual" case of animal cruelty because the dog's legs were cable-tied.
"There's quite a sinister element to it," he said.
