Dog control officers were called to a property two weeks before a pensioner was attacked by bull terriers which then killed his bichon frise.
Roger Stare, 73, is now seeking answers after his best mate Charlie was mauled to death in the Prestons subdivision on Friday.
Mr Stare suffered multiple wounds and bruising during the unprovoked and surprise attack.
"I would like to know why this happened . . . the dogs should have never been there in the first place," he said.
The attack happened on Te Rito St about 11am, while Mr Stare was taking Charlie for his daily walk.
