A seatbelt check uncovered more than expected when a baby was found hidden under a tarpaulin on the back of a utility vehicle.
Police had found the baby -- wrapped in a blanket -- and two 11-year-olds yesterday after one of the trio made a noise, the Rotorua Daily Post said.
The 21-year-old driver -- who had been stopped about 10am at a checkpoint -- was charged with breaching his learner's licence, driving a vehicle with no warrant of fitness and registration, and allowing children to travel unrestrained.
A police spokesman said the incident was also referred to officials at Child, Youth and Family.
