Port workers are voting on whether to take major strike action if redundancies go ahead at Ports of Auckland.
Management have told staff 28 jobs will go when terminal consolidation takes place.
Maritime Union spokesman Denis Carlisle says if the plan goes ahead, ships will be warned against entering the Auckland wharves.
He says if they do berth, they will be blacklisted and will have problems docking at any other New Zealand port and at some international ports.
Mr Carlisle says workers at ports from Whangarei to Bluff and global maritime and transport workers support the action.
