The Auckland Regional Council is considering making a $10 million contribution to the redevelopment of Eden Park.
It has put the issue up for public consultation.
ARC Chairman Mike Lee says the funds would be made available after the completion of the stadium upgrade, when the bills come in.
He says the ARC contribution would not come from the rates, but from its investment arm - Auckland Regional Holdings.
It would be a one-off grant to the Eden Park Redevelopment Board, with no strings attached.
Ten million dollars would match a contribution coming from the NZRU.
He says the ARC is already making a commitment to Rugby World Cup 2011, but freeing up large areas of waterfront and upgrading the public transport network.
This includes electrifying the rail network and providing new rolling stock in time for the event.
Mr Lee says the ARC is keen to make a payment, and then wipe its hands of Eden Park.
