Northern fire communications shift manager Peter Stevenson said firefighters were called to the scene at 8.05pm.
A large amount of polystyrene had caught fire on the eastern arterial road that was being built between Papamoa and Tauranga, he said.
Crews from four fire engines at the scene were expected to have the fire under control shortly.
At this stage the Fire Service was unsure as to the cause of the fire
