Nearly 6000 suspended drivers are still on the road because they have not been served with papers to revoke their licences, the National Party says.
Police spokesman Chester Borrows said the "ballooning backlog" had to be explained, and some of the licences should have been revoked four years ago.
Mr Borrows said official figures showed the licences of 4444 drivers were suspended but action was still to be taken against a further 5843.
