Mooney was with her family at a new German restaurant that opened in Rocklin, California, called Kathrin's Biergarten.
Their menu only appears to have one vegan option amid a slew of traditional German pork and beef.
Mooney said the restaurant advertised itself as being vegan and vegetarian friendly.
While everyone's food arrived, Mooney said she was forced to wait extra long - totaling two full hours.
When her meal finally came out, the "delicious veggies" she was hoping for was actually "a few green beans and two baby carrots sliced in half" and in a bun.
"I ordered the only vegan option and had very high expectations but it took two hours to come out and it was honestly insulting!" Mooney told UNILAD.
Mooney also complained that everyone else's non-vegan meals came with a side of veggies including lettuce and onion.
She called the meal the "saddest looking thing".
"Everyone else had massive plates with tons of food on it and mine came out with just this and it was the saddest looking thing and all our jaws dropped and then we started laughing at it because we were expecting so much more," she said.
After posting the photo of her food to Twitter with the caption "This is the vagn option that I waited 2 hours for", it got more than 2,00 likes and 600 retweets.
This sparked a debate with users telling Mooney to not eat at non-vegan restaurants.
Mooney eventually took to Yelp to write a review of the restaurant and left two stars.
