Sir Jerry congratulated both clubs for "proactively managing change, facing up to challenges, and for finding a pragmatic solution".
"Months of effort have gone into the partnership agreement to make sure it preserves what is important to both of the clubs."
Mr Church said it was heartening that two of the oldest clubs in Kapiti could preserve the heritages of 94 years in the case of Paraparaumu RSA and 49 years for the Kapiti Club.
He said both clubs have done a great deal for their community and they have the support of Kapiti Coast District Council for finding a practical way forward.
"An amalgamation of this size shows that Kapiti is moving forward, that there are great things happening, and there are new avenues for us to be able to look after our people".
"I believe this club will go from strength to strength because of the commitment of the people in it, because of the way its been put together by two very strong existing clubs, and because Kapiti's spirit is alive and well."
The combined clubs steering committee chairman Mike Olsen said the club would be "welcoming, appealing and offer quality and value, and also something we can be proud of and want to belong to".
