"Council has worked collaboratively and in partnership with the Alliance to provide significant social, economic and environmental benefits for the Kapiti Coast community."
She said the project had a been a journey for the Kapiti community and "at times a hard road".
"Strong passionate initial resistance from some parts of our community has led, I believe, to this project setting new standards in community engagement and collaboration.
"I want to thank the many locals who have part in countless workshops, meetings, site visits, hui, to ensure the project delivered on local aspirations and priorities.
"I also acknowledge the great sacrifice of those who have lost their homes, businesses, waahi tapu, special places and lifestyles to make way for this expressway.
"I would like to acknowledge NZTA and the Mackays to Peka Peka Alliance for their commitment to consultation throughout the project."
Ms Holborow said, "We feel we now have a strong degree of community buy-in and a much needed second north-sound connection for the district."
More work was needed around the future of the old State Highway 1 and "we look forward to working with the Alliance on the Peka Peka to Otaki section, which at least equals this in its quality and process".
