Foxton and Foxton Beach's flooding issues are no secret, with homes and garages flooding during heavy rain, in some places contaminated by sewage.
Some residents kayak around their yards, while others who have been dealing with flooded properties for two decades are contemplating not paying their rates until the problems are addressed.
Foxton Beach resident John Hutchings had told Foxton Community Board last December of his 19-year flood battles, saying an open drain at the rear of his and other neighbouring properties did not work, causing continual flooding affecting 34 sections.
Horowhenua District Council water and waste services manager Paul Gaydon has been working with the residents to find a solution.
As part of the investigations a CCTV camera was put through the pipes to check for blockages. Gaydon said the camera showed a cabbage tree had grown right through one of the pipes, blocking it.
