TMZ says the shirt was a gag gift from Shriver's staff given to Arnie last November at the end of his time in office. Shriver's employees apparently designed the shirt and crossed out "2007", replacing it with "1977" - the year the couple started dating.
The website also speculates that Arnie and Shriver, who split following the star's admission that he had a secret 13-year-old love child, are "not at war".
"They're well along in the process of settling their divorce, and they speak frequently," they report, while posing the question: "Given the events of the last few months, should Arnold have worn the shirt in public?"

Dirty Dancing is (sharp intake of breath) set for the remake treatment!
Deadline reports that Lionsgate is bringing Baby out of that corner and moving ahead with a reboot.
High School Musical director Kenny Ortega is to helm the project - he also choreographed the 1987 original.
"Patrick Swayze set the bar for men dancing in the movies as Gene Kelly and Fred Astaire did before him," Ortega said in a statement.
"I believe everywhere you look there is evidence that the talent is out there and I can't wait to begin the process of discovering the next breakout triple-threats."
So what does the original Baby (Jennifer Grey) think about this abomination?
"I'm so excited about this news, and I think there's nobody better to do this than my beloved Kenny Ortega, who is as responsible as anyone for the success of the first one," Grey told E! Online.
"I can't wait to see what he's going to do with it."

Demi Moore is reportedly set to star alongside her hubby Ashton Kutcher on Two and a Half Men.
Word is that Moore is being lined up as a guest star on the revamped show, but she won't be paired up with her hubby on-screen.
A snitch tells Showbiz Spy: "Demi is set to play a love interest in the show but not of Ashton's.
"It's one of a number of ideas designed to get the show back to the top of the ratings. Ashton loves the idea and both he and Demi are excited at the prospect of working together."
