New Zealand remains in the World Bank's top five countries for doing business.
The bank yesterday said the list was unchanged from last year: Singapore, Hong Kong, New Zealand, the US and Denmark.
The World Bank judges 183 countries on the ease of regulations for doing 11 things, including getting credit, paying taxes and employing workers.
The bank said 36 of 46 Sub-Saharan African countries changed regulations to make doing business easier in the past year.
The bank said the region was still the costliest and most complex in the world for entrepreneurs to start and run a business.
