The reduction of business tax widens the gap with the top income tax rates and could encourage smaller companies to retain more money for growth rather than pay dividends, say tax consultants.
"It does tend to act as an incentive for retaining the money in the company," said Brahma Sharma, senior tax partner at KPMG.
