Former Hanover Finance chief executive Sam Stubbs will lead Tower's investment business.
Tower's group chief executive Rob Flannagan said the company would benefit from Stubbs' industry experience and demonstrated leadership.
At the time of his resignation from Hanover earlier this month the company said Stubbs' decision was driven mainly by the state of the finance company sector.
