KEY POINTS:
Trade Minister Phil Goff says an Asia-Pacific free trade agreement could be New Zealand's plan B, if the Doha round of World Trade Organisation talks fails.
Mr Goff has arrived in Vietnam ahead of this weekend's Apec meeting. He says the summit could give a major boost to the stalled Doha round, but Apec member countries may need a backup plan, just in case.
He believes the organisation could carry out a study over the coming year into how Apec members could move towards greater trade liberalisation.
Mr Goff says New Zealand's main focus remains on a world trade deal.
