Auckland's Local Boards are demanding action on the ports dispute.
More than 30 members have told the Council it's time to stop sitting on its hands, and step in.
Board member Michael Wood says the port's management and board are out of control, and exposing the city's economy to an enormous risk.
"It's very clear that the management and the board at ports of Auckland aren't capable of sorting it out. they've just defied a court order which was basically saying calm down guys and go and negotiate.
"So if they're not going to do it, I think the next people who need to step is the the elected council of Auckland."
