KEY POINTS:
Holcim Ltd has been granted resource consent for a cement plant, quarries and pits at Weston, 5km northwest of Oamaru.
The final decision replaces an interim decision released last year.
Capital projects manager Ken Cowie said being granted the consents was a "significant step towards ensuring future cement supply" in New Zealand.
"The consent document is a very comprehensive one, so our next step is to work through the conditions that have been specified and consider their implications for the project."
The consent comes with a range of conditions relating to the construction and operation of the plant and associated sites.
The conditions include design specifications, noise limits and sets out hours of operation.
In their decision the independent hearing commissioners said the proposed plan was an effects-based plan, which did not seek to control activities, but rather the effects of the activities.
