Carich Training Centre, the country's biggest private education provider, went into voluntary receivership on October 29, putting more than 200 staff out of work and leaving about 3000 students in the lurch.
About $1.9 million was owed to banks, financial and leasing services, and about $1.1 million to staff and Inland Revenue at that time, the report says.
About $5.7 million is owing to unsecured creditors.
