Telecom is accused of holding wholesale customers to ransom by not revealing for months exactly how much their charges will rise.
Telecom announced this week fees for telephone line rentals would rise by between $1 and $1.85 from March.
However, the company could not tell its wholesale customers - such as TelstraClear and ihug - how much prices would increase until March.
TelstraClear spokesman Matthew Bolland said the uncertainty was "frustrating" and meant the company would not know if its charges for more than 60,000 customers would increase.
TelstraClear customers in Christchurch and Wellington, where the company has its own network, would be unaffected, said Mr Bolland.
Telecom spokeswoman Melanie Marshall said the delay for wholesale pricing was due to the way the rates were calculated.
Ihug chief executive Mark Rushworth said the company was still deciding if its fixed line charges would rise but it would lose money on packages based on Telecom's indications.
Mr Rushworth said he was surprised to learn of the price rise in the media.
