KEY POINTS:
Communications Minister David Cunliffe has announced rules for the commercial auction of radio spectrum suitable for wireless broadband.
Spectrum in the 2.3GHz and 2.5GHz bands will be auctioned on December 11 in a bid by the Government to boost the roll-out of wireless broadband.
The rules are designed to encourage more than one or two entrants to monopolise the service and include a "managed spectrum park" available to local or regional users.
