An Australian retail expert contracted to the Christchurch City Council has identified some positives about the central city.
It comes as inner city business voice concerns about a targeted rate for sprucing up Cashel Mall and claims it is getting harder to make ends meet in the city's centre.
International retail consultant David West says vacancy levels in the area are just below 10 per cent which would be expected for a main street shopping area.
He says he is very impressed with the quality of a number stores and their presentation.
