The Environment Court has approved plans that could more than double the floor area of Auckland's St Lukes Shopping Centre.
It's given the green light for the mall to be rezoned as a town centre and extend its area to over 92,000 square metres.
Auckland Council planning manager Penny Pirrit said there were concerns from some members of the community about the original plan, which was approved from the former Auckland City Council in November 2010.
"The council has, since late 2010, been working with those appellants to see if we can resolve the concerns and issues those appeals raised,'' she said.
Pirrit said the plan change includes height restrictions and measures to slow down traffic on some roads around the centre.
