The Commerce Commission is seeking the views of interested parties on a voluntary offer put forward by Vector as an alternative to regulatory control.
The commission last year threatened to take control of the power company because it said its pricing was inefficient and some consumers were being subsidised.
In October 2006 Vector proposed administrative settlement.
