An application has been made to put Hartner Group into liquidation.
It is scheduled to be heard in the High Court at Auckland next Thursday at 10.45 am.
The plaintiff is John Robert McPherson. Hartner Group went into receivership on March 1.
Its associate, Hartner Construction, subsequently went into liquidation.
The companies are estimated to have debts of $28.5 million and creditors have been told by receiver John Waller of PricewaterhouseCoopers that they are unlikely to recover any of their money.
Secrecy on consents Only 5 per cent of the 52,933 resource consent applications made to the country's 86 local authorities were notified in the year from July 1, 1999, according to the latest survey of the Resource Management Act.
The rest of the applications went through behind closed doors, although this varied markedly between the authorities.
